HR Manager - Payroll Focus Pittsburgh, PA $100,000-$120,000

certified payroll and prevailing wage compliance? We're partnering
with a respected and growing construction company in Pittsburgh
seeking a hands-on HR Manager to lead all HR functions-with a
strong focus on payroll, labor compliance, and workforce support.

culture. What You'll Do As the HR Manager: Oversee all core HR
functions including onboarding, compliance, employee relations, and
performance management The HR Manager will process weekly certified
payroll, ensuring full compliance with prevailing wage laws and
union requirements Serve as the primary contact for labor audits
and ensure accurate reporting The HR Manager will maintain and
update HR policies in line with federal, state, and local
regulations Support workforce planning and serve as an HR partner
to field operations Lead full-cycle recruiting for field and office
positions The HR Manager will manage benefits administration and
open enrollment processes What We're Looking For: 5 years of HR
experience, ideally within the construction industry In-depth
payroll knowledge, including certified payroll and prevailing wage
compliance Familiarity with union labor agreements is a strong plus
Strong interpersonal and communication skills with the ability to
build trust across teams Ability to work onsite and collaborate
with project managers, field staff, and company leadership
